When a pipe, conduit or cable passes through a wall or a slab, the professional habit is to fit a sleeve rather than to run the service through bare masonry. A sleeve is simply a short length of pipe set into the hole, with the service running through it. It costs very little and it earns its place several times over. It stops the service chafing against rough concrete, which over years of thermal movement and vibration is a real cause of failure in copper and in cable insulation. It allows the service to expand and contract, which pipework does constantly in our temperatures. It lets a cable or pipe be withdrawn and replaced later without breaking out the wall again. And it gives a clean edge to seal against, which matters for keeping water and vermin out.

Sleeving is why holes are often drilled a size larger than the service passing through them, and it is why 30mm is a common size for a service that is itself considerably smaller.

Seal the annulus afterwards with an appropriate mastic or mortar, and where the wall is a fire compartment wall use a proper fire stopping product rather than foam.
