An SDS-PLUS rotary hammer is a versatile tool, but it is the smaller of the two hammer standards and every model has a maximum drilling diameter its maker specifies. Sixteen millimetres in concrete is asking a good deal of a light two or three kilogram machine. It will do it, slowly, while getting hot, and repeated work at that diameter is what wears out a small hammer prematurely. A heavier SDS-PLUS machine handles it comfortably. If you are drilling holes this size all day, the machine is the thing to look at, not the bit.

Two practical consequences follow. First, use the side handle. A bit of this diameter that binds in the hole, on rebar or on a hard aggregate stone, transmits its reaction straight into the machine, and a rotary hammer of any weight will twist hard enough to injure a wrist if it is held one handed. Second, let the tool do the work. Leaning on a hammer drill does not make it hammer harder, because the blow energy comes from the piston and is fixed. Extra pressure only adds friction and heat. Steady, moderate feed cuts faster than force.
