Most hand held drills have a chuck that closes on a maximum of 13mm. That figure is the largest shank the jaws will accept, and it is stamped on the chuck or given in the machine's specification. A 15mm bit with a plain 15mm shank will not go into a 13mm chuck at all, and no amount of opening the jaws changes that.

Manufacturers deal with this by making larger bits with a reduced shank, machined down to 13mm or sometimes 10mm so that they fit a normal drill even though the cutting end is bigger. Not every large bit is made that way, so it is worth confirming rather than assuming. Tell us the size of your chuck when you order and we will make sure what arrives will actually fit it.

The alternative, and the better answer if large holes are a regular part of your work, is a machine with a bigger chuck or a pillar drill. A pillar drill also solves the other problem with large bits, which is holding the work still and keeping the bit square, both of which are difficult by hand at this diameter.

The bit is M35 cobalt high speed steel, which holds its edge as the tip heats and is the right specification for stainless and alloy steels as well as ordinary mild steel. The spec's references to a carbide tip and percussion drilling belong to a masonry product and have been disregarded.
