When you screw two pieces of timber together, the screw is supposed to pull them tight against each other. It can only do that if the thread grips the bottom piece and does not grip the top one. So the correct method uses two different holes. The top piece gets a clearance hole, drilled the full diameter of the screw shank, so the screw passes through it without biting. The bottom piece gets a pilot hole, smaller, so the thread cuts into it and pulls.

Drill the same small hole through both, which is what most people do, and the thread grips the top piece as well. The screw then tries to pull two pieces of timber together while its own thread is holding them apart, and what you get is a gap that no amount of tightening will close. It is the commonest reason a joint will not close up, and almost nobody is taught it.

At 4mm this bit serves as the clearance hole for common wood screws and the pilot for larger ones, which is exactly why a pair of sizes is more useful than any single one.

It also drills clearance holes for small bolts and machine screws in sheet, brackets and panel work.
