PH2 is the standard size for the great majority of cross-head screws: general machine screws, woodscrews and chipboard screws, appliance and equipment fixings, electrical accessories, furniture assembly, and most of the cross-head fasteners anyone meets in a day. The stubby length puts that size where nothing longer will fit.

The situations are specific and constant. A screw under a shelf with the top close above. Inside a cabinet or a vehicle dashboard. Behind a panel with a rail across it. Under a worktop, inside an appliance, in the back of a rack. In every one, the screw is perfectly accessible and a normal driver simply will not go in, because a driver needs room for the blade plus the handle plus your hand.

The trade is turning force. A short handle turned with the fingertips cannot apply what a full-size handle in the palm can, so a stubby is for reachable screws rather than seized ones. If a screw is tight and stubby access is all you have, break it loose with a bit and a short ratchet driver, then wind it out with this.

Firm axial pressure matters just as much here and is harder to apply with a short handle. The Phillips recess was designed to cam out deliberately at a set torque, which is why cross-heads round so easily — pressing into the screw is what keeps the tip engaged.

The blade is Cr-V 6150, tempered — chromium-vanadium spring steel, chromium for hardness and wear resistance, vanadium for toughness. The handle is moulded TPR, which matters on a stubby because there is much less of it to grip.
