PH0 is the smallest Phillips size in common use, and it is bought for genuinely small work — the screws in instruments, electronics, cameras, small appliances, spectacle and watch repair, and the fine fixings inside equipment.
Getting the size right matters more on small cross-head screws than on almost anything else. Phillips sizes run PH0, PH1, PH2, PH3 and up, and each is a different tip geometry rather than simply a different scale. Using a PH1 in a PH0 screw means the tip sits proud in the recess and bears only on the outer edges, which chews the recess out in a couple of turns; using a PH0 in a larger screw means the tip bottoms in the recess and cams straight out. Small screws have very little metal in their recess walls to begin with, so they round out almost immediately when the wrong driver is used.
There is something worth knowing about the Phillips design generally, because it explains a lot of frustration. The Phillips recess was deliberately designed to cam out — to push the driver up and out of the screw when a certain torque is reached. On 1930s production lines that protected assemblies from over-tightening by drivers with no torque control. Today it is mostly a nuisance, and it is why cross-head screws round out so readily. The way to fight it is firm axial pressure: push into the screw hard while you turn, and the tip stays engaged.
The blade is Cr-V 6150, tempered — chromium-vanadium spring steel, chromium for hardness and wear resistance to hold the fine tip form, vanadium for grain refinement and toughness. On a PH0 tip, which is very small, hardness is what keeps the flutes from rounding.
The handle is moulded TPR.
