The 25mm insert bit sits almost entirely inside a holder or a chuck, so the chuck fouls on anything around the screw. A 65mm bit puts the tip well clear while keeping the shank short enough that it does not flex or wander. For cabinet assembly, hardware fitting, electrical accessories and general construction screwing, that combination is more useful than either extreme.

PH2 is the standard cross-head size, fitting the great majority of screws in general use.

The specification is high grade S2 at HRC 58-62, and both parts matter. S2 is a shock-resisting tool steel, which is what a bit in a power driver needs — spun fast, cammed out repeatedly, and in an impact driver hammered thousands of times a minute, it must take a high hardness while still absorbing that shock rather than shattering. HRC 58-62 is considerably harder than a hand screwdriver blade at around 50, and that gap is deliberate: a hand driver turns slowly with a person feeling what is happening, while a power driver does neither.

Bit life is the point of the hardness, and bit life matters because of what a worn bit does. It does not merely work poorly — a rounded PH2 tip cams out of every recess and rounds the screw head as it goes, so a blunt bit quietly damages a whole day's screws. The wear is gradual, so people persevere. Buying ten at a time makes throwing a worn one away easy.
