That is not true of every drive system. A slotted blade slightly narrower than the slot will still turn the screw, badly. A cross-head driver one size out will engage, badly. Torx does not work that way: a T15 bit dropped into a T20 recess has visible free play and will spin and round the points, while a T25 will simply not enter. There is no near-enough and no improvising.

That cuts both ways. It makes identification easy — the number is the number, whoever made the screw — and it makes an incomplete set genuinely limiting, because the one size you do not have stops the job completely.
