This voltage tester is CE approved, works over AC 100 to 250V, and uses a neon bulb as its indicator — and that last item is the one that explains everything about how the tool behaves, so it is worth a moment.
A neon bulb is two electrodes in a glass envelope filled with neon gas. Below a certain voltage nothing happens at all; above it the gas ionises and glows orange. The striking voltage sits somewhere around ninety volts, and once it is glowing the bulb needs an astonishingly small current to keep going — millionths of an amp. That combination is exactly what makes it useful as a mains indicator: a high-value resistor in series limits the current to something harmless, and the lamp still lights brightly. It is also why the tool has no battery, never needs charging, and will still work in ten years in a drawer.
And it is why the tool has the limits it has. Because it strikes at around ninety volts, it will show you nothing on a 12V or 24V control circuit, on DC systems, or on low-voltage lighting — a dark lamp there means only that the voltage is below the lamp's threshold. And because the tiny current has to return to earth through the person holding it, a dark lamp on a mains conductor is not proof the conductor is dead. Insulating boots, a dry floor, a wooden or fibreglass ladder, or gloves are enough to keep a live wire looking dead.
That is not a fault in the design and it is not a reason to avoid the tool — every electrician carries one. It is a reason to use it for the job it does: telling you quickly which conductor is live, whether a breaker has restored a circuit, which of two wires is the switched line, whether a socket is dead before you strip it out. When the answer determines whether you put your hands on a conductor, the tool for that is a two-pole tester or a multimeter, proved on a known live source before and after the test.
The CE mark on the specification indicates the product is declared to meet the applicable European requirements, which for a tool that is deliberately touched onto live conductors is worth having on the box.
