The single most important line, though, is the safety rating: IEC 61010-1 CAT II 600V. This deserves explaining properly, because almost nobody buying a meter understands it and it is the specification that determines whether the instrument is safe where you intend to use it.

The category rating is not about the voltage the meter can read. It is about how much fault energy is available at the point you connect it. Electrical supplies get progressively more dangerous the closer you get to the source: a socket outlet has a certain amount of energy behind it, a distribution board has considerably more, and the service entry and supply cable have more again. If a fault occurs while a meter is connected — a wrong range, a shorted probe, a transient spike from a motor or a lightning surge on the line — a meter built for a lower category can flash over internally, and the result is an arc blast at the operator's hands and face.

CAT II covers appliances, socket outlets and the circuits fed from them. That makes this meter right for appliance repair, equipment servicing, socket circuits, electronics work and vehicle systems. It is not rated for work at a distribution board, a main switch, a meter position or a service entry — those are CAT III and CAT IV. If your work takes you into consumer units and main boards, you need a CAT III or CAT IV instrument, and we would rather say so than sell you the wrong meter.

Within its category it is a capable tool. The hFE transistor test is unusual to still find and genuinely useful on electronics repair benches. Resistance to 20 megohms covers most component testing. Continuity with a buzzer is the function that gets used most of all — tracing conductors, checking fuses, proving switches and finding breaks.
