This is a panel beating set — three hammers with two-colour fibreglass handles and four blocks — and understanding how the two halves work together is the whole point of it, because a panel hammer used on its own achieves very little.
The blocks are dollies. They are held behind the panel while the hammer works on the front, and they are what actually shapes the metal. Sheet steel that is dented has been stretched and displaced, and hitting it from one side with nothing behind it simply pushes the dent somewhere else and stretches the metal further. With a dolly held against the back, the panel is worked between two surfaces and the metal is genuinely reformed. That is why the set contains four different block shapes: a panel has flats, curves of different radii, edges and returns, and the dolly has to roughly match the shape you are trying to restore.
There are two techniques and both are used constantly. Hammer-on-dolly means striking directly over the dolly, which squeezes the metal between the two and stretches it slightly — this is how you smooth and flatten. Hammer-off-dolly means holding the dolly next to rather than under the blow, which lets the metal move down where you strike and up where the dolly is — this is how you raise a low spot without stretching. Knowing which to use is most of the craft, and having the right dolly shapes to hand is the rest.
The three hammers give different faces and weights for different stages: roughing a dent out, working it down, and finishing. The heads are forged fine grain medium carbon steel, correctly hardened and tempered — which on a panel hammer matters especially, because the faces are usually crowned and polished and any pitting or chipping in a face prints itself straight into the panel on every blow.
The handles are two-colour fibreglass, which suits a tool used in awkward positions inside wings and door skins: no shrinking loose, no rot, and useful shock absorption.

Some practical guidance. Work with many light blows rather than a few heavy ones — panel steel is thin and stretching it is easy to do and very hard to undo. Keep the hammer faces clean and unmarked, and never use a panel hammer for general striking, because one chip in the face ruins it for finishing work.
