The reason is that a cutter has a genuinely difficult metallurgical job. The edge must be hard, or it dents on the first tough wire and thereafter crushes instead of cutting. But the jaw behind it must be tough, because it is taking a substantial squeezing load and any brittleness there means a chipped or cracked jaw. Plain carbon steel makes you choose between those two. Chrome vanadium gets both: chromium raises hardness and wear resistance for the edge, vanadium refines the grain and adds toughness for the body. It is why chrome vanadium became the standard for good hand tools rather than a premium option.

In use that shows up as edges that stay sharp. A cutter that has gone blunt does not announce itself — it simply starts leaving wire ends half cut and squashed, needing a twist to finish, and people put up with it for months. A hard edge cutting cleanly is faster and produces a proper flush cut every time.
