The scale is the point rather than a limitation. On fine work the problem is rarely force — it is control and visibility. A full-size plier in a small space blocks your view of exactly the thing you are trying to see, and its jaws are too coarse to grip a component that measures a couple of millimetres. The result is a hard, wear-resistant surface over a tough core — the jaws keep their gripping teeth and their shape while the body of the tool stays able to flex without cracking. On a small, slender plier that combination is exactly right, because a fully hardened miniature tool would simply snap.
