End cutting pliers cut at the very end of the jaws rather than at the side, and that single difference in geometry decides everything they are good at.
A diagonal cutter has its edges set back along the jaw, so it comes at the wire from the side. An end cutter has its edges right across the tip, so it comes at the work from directly above. That means it can be placed flat against a surface and cut something off truly flush with it — a protruding nail, a rivet, a bolt end, a wire tail, a staple. Nothing else does that as cleanly, and it is the reason both patterns exist rather than one replacing the other.
The second thing that follows from end-on geometry is strength. The jaws are short, stubby and heavily built, and the cutting force acts straight down the line of the tool rather than trying to twist it open. That makes an end cutter substantially stronger than a diagonal cutter of the same size, and it is why end cutters are the pattern used on hard material: cutting nails, snipping the ends off bolts and rivets, cutting steel wire and tie wire, and nipping off fastener heads.
It also makes them the tool for pulling. The blunt outer face of the head can be rolled against a surface, the way a pincer is used, to lever out a nail once the jaws have gripped it.
Eight inches is the general workshop size, with enough leverage for nails and wire without being unwieldy.

Two points. Even an end cutter has limits: it is far tougher than a diagonal cutter, but genuinely hardened steel — screws, hardened bolts, spring steel, high tensile bar — will still chip the edges.
