Seven inches is the size between the common six and eight, and on a cutter that middle position is more useful than it sounds. Six inch cutters are comfortable for electronics and light cable and start struggling on anything heavier. Eight inch cutters handle heavy wire easily but are bulky in a pouch and less precise in a confined space. Seven sits where a great deal of real electrical work actually happens — general cable, conductor ends, cable ties, light steel wire — with enough leverage to get through it and enough compactness to work in a consumer unit or a junction box.
If you use one cutter for everything, this is a sensible size to choose, and it is the one people who have owned both a six and an eight often settle on.
The material is chrome vanadium, which is what a cutter wants. A cutting edge has two conflicting requirements: it must be hard so it does not dent and start crushing, and the jaw behind it must be tough so it does not chip under the squeezing load. Plain carbon steel forces a compromise between them. Chrome vanadium supplies both — chromium for hardness and wear resistance at the edge, vanadium refining the grain and adding toughness through the body.
The handle is ergonomic TPR, a moulded thermoplastic rubber grip that stays comfortable through repeated hard squeezes and holds when your hands are oily. The finish is black for rust resistance.

The material limit applies to every plier cutter regardless of alloy and is worth repeating because it is what ruins them: hardened steel is harder than the cutting edges. Nails, screws, spring steel, piano wire and steel strapping chip a notch that never repairs, and afterwards every wire laid across that spot gets crushed instead of cut. Keep an end cutter or bolt cutters for hardened material and this will stay sharp for years.
