A tap has to be turned squarely and with even force on both sides, and that is what a tap wrench is for. This is the bar type — a straight bar with two steel jaws in the centre that clamp onto the square drive at the top of the tap.
The bar pattern matters, and it is worth comparing with the T-handle alternative. A bar gives you a handle on each side of the tap, so you turn it with two hands applying equal force. That is exactly what tapping needs, because the single commonest fault in cutting a thread by hand is starting it crooked — and a thread started crooked cannot be corrected. Pressure applied unevenly, with one hand pushing harder than the other, tilts the tap fractionally on the first turn and the thread runs off at an angle from there. Two hands on a bar naturally balance each other. A T-handle, turned with one hand, is faster and reaches into places a bar cannot, but it is much easier to lean.
The bar also gives greater leverage than a T-handle, which the specification notes, and leverage matters as taps get larger — cutting an M12 thread through steel by hand takes real force.

Three habits that determine whether hand tapping works. Start square and check it — after two turns, stop and look at the tap from two directions ninety degrees apart, and correct it then, because after four turns it is committed. Use cutting oil generously and keep using it; dry tapping tears the thread face, blunts the tap and is the main reason taps snap. And back the tap off half a turn for every turn forward, which breaks the chip. A tap that jams on its own swarf is a tap about to break, and a broken tap in a blind hole is a far bigger problem than the thread ever was.
