A mini hacksaw is for the cuts that a full-size frame cannot reach, and once you have one you find you needed it more often than you thought.
The problem it solves is access. A standard hacksaw frame is a deep bow, and that bow fouls on everything: a pipe against a wall, a bolt inside a housing, a rod between two fixed components, a cut in the middle of a panel. The frame stops the blade reaching the work even though the blade itself would fit easily. A six inch mini frame has almost no bow at all, so it goes where the blade goes.
It also works in a confined space where a long saw cannot be stroked — under a sink, inside a cabinet, in a duct, behind a machine.
The frame is epoxy coated steel and it comes with a hardened and tempered blade suited to small cutting in metal and wood. That dual capability is genuinely useful at this size, because the small cuts that need a mini saw are as often a plastic pipe, a length of trim or a wooden dowel as they are a bolt.
Being small brings a real limitation and it is worth stating: a short blade means a short stroke, and a short stroke means slow cutting and uneven blade wear, because the same few teeth do all the work. On anything you can reach with a full-size hacksaw, use the full-size one — this is an access tool, not a general one.

Three habits. Cut on the forward stroke only — hacksaw teeth point forward and the blade cuts as you push, so lift the pressure on the return; dragging back wears teeth for nothing. Use the full length of the blade rather than short strokes in the middle, since concentrating on a few teeth is exactly how blades are worn out early, and it is the commonest fault with small saws where there is a temptation to nibble.
