The word cleanly is doing the work in that sentence. Anything will eventually get through a cable — a hacksaw, a grinder, a bolt cutter, enough determination with pliers. What a cable cutter does that none of those do is leave the end round and undisturbed. Its opposing crescent blades gather the strands and shear them together rather than crushing them apart, so the conductor keeps its shape. A crushed or splayed end will not enter a lug, will not seat correctly in a terminal, and cannot be crimped to a reliable connection — and on heavy cable, cutting back to fix that wastes expensive material and, on a fixed length, may not be possible at all.

The blades are hardened T8 steel, a high carbon tool steel, with steel handles and rubber grips.

The material limit is on the specification and it is not optional. These are for copper and aluminium. The blades are ground fine for shearing soft conductor, not built to survive hard material, and steel wire, steel armour, chain or nails will take a notch out of them — after which the tool tears cable instead of cutting it. On steel wire armoured cable, cut the armour with a hacksaw or a dedicated armour cutter and use these on the conductors underneath.

Three habits. Push the cable right into the throat of the jaws before cutting, where the crescents close fully and the leverage peaks. Support long cable so it is not twisting as the blades close, since a conductor that rolls under the blades gives an angled end. And the safety point that applies to every cable cutter in this range: rubber grips are comfort, not insulation — they carry no tested electrical rating. Never cut a live conductor.
