Eighteen inches is the smallest of the full-size bolt cutters and the one most workshops and site vans actually carry. It has the leverage to get through the reinforcement bar, chain, padlock hasps, threaded rod, mesh and fencing that come up on a normal job, and it is still short enough to carry in one hand and use in a confined space.

The blades are T8 alloy steel, heat treated. T8 is a high carbon tool steel — the family used for cutting tools and dies — chosen here because bolt cutter jaws have a genuinely difficult job. They have to be hard enough to shear steel without denting, while surviving forces high enough to bend the tool itself. Heat treatment is what balances the two.

The specification also carries a line worth reading carefully: do not cut anything harder than HRC 42. This is the single most useful piece of information about any bolt cutter and it is routinely ignored. Above 42 Rockwell C the material is harder than the blades, so the tool does not cut it — it damages itself. That band includes hardened padlock shackles, high tensile and grade 8.8 bolts, hardened security chain, spring steel and hardened rod, all of which are exactly what people buy bolt cutters hoping to cut. What a bolt cutter is genuinely for is mild steel: rebar, mild bolts and studs, threaded rod, plain chain, mesh, fencing wire and rod.

That limit is not a fault in the tool. It is physics — no cutting edge can be softer than what it cuts — and it is why hardened security hardware exists at all.

How the tool multiplies your effort is worth knowing. The handles drive through a compound linkage, so the force at the jaws is many times what your arms apply. That is also why blade condition matters so much: all that force is concentrated on a small edge, and a chipped edge concentrates it worse.
