Nobody did, and it is worth explaining why odd sizes exist, because it changes how you think about buying them. A designer does not choose a head size. He chooses a thread diameter for the load the joint has to carry, and the size across the flats of the head then follows from whichever fastener standard that machine was designed to. Different standards give different head sizes for the same thread, and manufacturers in different countries and eras worked to different ones. So a machine built to one standard has heads that a workshop equipped for another standard simply does not have spanners for. The size is not eccentric; it is the honest consequence of a global trade in machinery.

Which means that when you meet a 23mm head, no amount of searching will turn up a common alternative. The 22 will not go on and the 24 will turn around it, taking the corners off as it goes. The size is either owned or the job stops.

That is the entire case for keeping the uncommon sizes on a shelf. They are bought once, used rarely, and on the day they are needed they are the difference between finishing and sending the customer away.
